What Is Kyogre 007/028?
Kyogre 007/028 is a Basic Pokémon card from 25th ANNIVERSARY COLLECTION (S8a), credited in the official card database to illustrator Ryuta Fuse — the same illustrator credited on 006/028 Groudon, the card immediately before it. Its Pokédex panel reads, verbatim: No.382 かいていポケモン / 高さ：4.5 m 重さ：352.0 kg / 大雨を 降らせる 能力で 海を 広げたと 言われている。 海溝の 底で 眠っていた。 In brief: the Sea Basin Pokémon, said to have expanded the seas with its ability to bring heavy rain, and found sleeping at the bottom of an ocean trench.
The official card database prints no per-card mirror or holo flag for 007/028. The only officially stated finish for the set as a whole is the product page’s line that every card is a holo card; no “Mirror” designation appears on the 007/028 detail page.

Two attacks are printed on the card:
- [{W}{W}{C}] Aqua Storm (アクアストーム) — Discard the top 5 cards of your deck. This attack does 50 damage for each Energy card discarded in this way to each of 2 of your opponent’s Benched Pokémon. (Don’t apply Weakness and Resistance for Benched Pokémon.)
- [{W}{W}{C}{C}] Surf (なみのり) 120
Aqua Storm spreads damage across two Benched Pokémon at once rather than hitting the Active spot, and like Groudon’s Magma Volcano, its total depends on how many of the five milled cards are Energy — there’s no fixed minimum. Surf is the simpler, flat option: 120 damage to the Active Pokémon for four Energy, no coin flip and no discard.
Aqua Storm’s [W][W][C] cost is one Energy cheaper than Surf’s [W][W][C][C], which mirrors the cost gap between Groudon’s two attacks on the card printed right before this one. Neither attack carries a printed condition beyond the Energy cost and, for Aqua Storm, the five-card mill — there’s no coin flip on either attack.
Kyogre and Groudon: The S8a Pairing
Kyogre 007/028 follows Groudon 006/028 directly in the set’s numbering, and the two cards mirror each other closely: both are Basic Pokémon with 130 HP, both are illustrated by Ryuta Fuse, both have a discard-and-scale attack (Aqua Storm here, Magma Volcano on Groudon) plus a flat-damage attack (Surf here, Great Cleave on Groudon), and neither card has a printed Resistance.
The pairing splits once you look outside S8a. The Promo Card Pack 25th ANNIVERSARY edition’s official 25-card checklist has no Kyogre on it, though it does carry マグマ団のグラードン（2003）, Team Magma’s Groudon, at 011/025; neither species appears in the 25th ANNIVERSARY GOLDEN BOX, whose 60-card holo deck repeats just 16 database entries — one Basic Lightning Energy, four Supporters, six Item cards and five Pokémon.
Within the 25th anniversary, 007/028 is the one Kyogre card.
The pair also sits inside a recognisable opening run. Pikachu 001/028 and Mew 002/028 lead the set, Professor’s Research 003/028 is the only Trainer card among the 25 numbered entries, and Ho-Oh 004/028 and Lugia 005/028 come immediately before Groudon and Kyogre — six Basic Pokémon and one Supporter across the first seven numbers.
