Luffy OP-18: Character Cards Guide

Luffy OP-18: Character Cards Guide

Luffy OP18 means Monkey.D.Luffy in OP-18 (OP18), the One Piece Card Game booster pack THE DOMINANCE OF GOD. The official Japanese product page lists two Luffy cards: the Leader OP18-022 and the related card OP18-118. The Japanese edition releases November 21, 2026, and the English edition releases November 20, 2026.

If you want a sealed Japanese One Piece box in your hands while OP-18 is still ahead, the OP-17 The World’s Strongest Warriors Japanese booster box is a different set that is listed in our shop today. It is not OP-18 and holds no OP-18 cards. Everything below is about Luffy in OP-18 and what the official pages say about him.

Which Luffy OP18 cards have been officially shown?

Two Luffy cards are named on the official OP-18 pages: the Leader OP18-022 Monkey.D.Luffy and the card OP18-118 Monkey.D.Luffy, which the English page calls the combo card for the Luffy Leader. A third Luffy card, the P-161 anniversary promo, belongs to the release event instead of the pack.

The table below puts all three in one place so you can see which ones come from boosters and which ones come from events. It is a short list on purpose. The official pages name these numbers and nothing else for Luffy, so this guide does not invent extra Luffy prints.

What is the Luffy Leader OP18-022 in OP-18?

OP18-022 Monkey.D.Luffy is a Leader card in OP-18 with the Water Seven and Straw Hat Crew tags, according to the official Asia English page. It is one of six new Leaders in the set, and it is the only Luffy among them.

The six OP-18 Leaders named on the official pages are Karoo (OP18-001), Monkey.D.Luffy (OP18-022), Ms. All Sunday (OP18-041), Franky (OP18-021), Saint Gunko (OP18-060) and Spandam (OP18-079). The Japanese page prints Spandam’s name without a number in the text we use, while the English and Asia English pages give OP18-079. Luffy sits in the middle of that group by number, between Franky at OP18-021 and Ms. All Sunday at OP18-041.

The Water Seven tag matters because the set’s theme is Water Seven and the Divine Knights, as stated on the official Japanese page. The Asia English page lists Water Seven and Straw Hat Crew as the tags on this Leader, so the Leader lines up with the first half of that theme.

What you can rely on today is the number, the name, the Leader type and the two tags. Those are the details that identify the card. When you look for it after release, use the exact number OP18-022 together with the name Monkey.D.Luffy, so that you match the card the official pages describe.

What is the Luffy card OP18-118 and how does it work with the Leader?

OP18-118 Monkey.D.Luffy is the combo card that the official English page ties to the Luffy Leader OP18-022. The official Japanese page lists it as a related card, which is the same relationship described in a different word.

Both pages give the same number and the same name, so the pairing is not in dispute. The English page says OP18-118 is a “combo card for the Luffy Leader,” and the Asia English page labels it the Monkey.D.Luffy combo card. The Japanese page lists OP18-118 as a related card under the Luffy entry. The official pages give no individual rarity, colour, power or effect text for either Luffy card, so this guide stays with number, name, type and tags.

For a player, the practical reading is simple. If you plan to build around OP18-022, OP18-118 is the second Luffy card to look for, and the two numbers belong on the same shopping list. For a collector, it means a Luffy set from OP-18 has at least two numbers to track, 022 and 118, both inside a set of 127 card types plus 1 DON!! card type.

The Leaders are not numbered in one block: Karoo is 001, Franky 021, Luffy 022, Ms. All Sunday 041, Saint Gunko 060 and Spandam 079. The Luffy Leader and its combo card are therefore far apart by number, which is one more reason to write down both numbers rather than relying on the name alone.

OP-18 Leader Number Notes from official pages
Karoo OP18-001 New Leader
Franky OP18-021 New Leader
Monkey.D.Luffy OP18-022 Water Seven / Straw Hat Crew; combo card is OP18-118
Ms. All Sunday OP18-041 New Leader
Saint Gunko OP18-060 Debuts in the One Piece Card Game with this set; has a Super Leader Alt Art
Spandam OP18-079 New Leader (number given on the English and Asia English pages)

Our OP-18 Leaders guide covers the other five Leaders in more detail.

Is there a Luffy OP18 promo card, and what is P-161?

Yes. P-161 Monkey.D.Luffy is the 4th Anniversary Promo Card for the 4th Anniversary Event, also called the OP-18 Release Event, which runs November 20 to December 17, 2026. It is a promo, so it does not come out of an OP-18 booster pack.

The official event page says player applications opened on November 6, 2026. The winner prize is P-161 Monkey.D.Luffy in a Silver foil with a Gold stamp. That means there are two ways the P-161 card is described: the standard 4th Anniversary Promo Card and the winner version with Silver foil and Gold stamp.

The event page lists three more items for the same event. There is a 4th Anniversary Tournament Pack with 75 types in total, and there are World United DON!! Cards numbered EN 03 and EN 04. Formats are Constructed, Sealed or Standard Regulation. Applications go through TCG+, and a Bandai Namco ID is required.

Event detail What the official page says
Event name 4th Anniversary Event (OP-18 Release Event)
Dates November 20 to December 17, 2026
Player applications Open from November 6, 2026
Promo P-161 Monkey.D.Luffy (4th Anniversary Promo Card)
Winner prize P-161 Monkey.D.Luffy (Silver foil + Gold stamp)
Also listed 4th Anniversary Tournament Pack (75 types); World United DON!! Cards (EN 03 and EN 04)
Formats Constructed, Sealed, or Standard Regulation
How to apply Via TCG+; Bandai Namco ID required

The date range above comes from the English event page. The Japanese side has its own release commemorative event, announced on one-piece.com on October 16, 2026, running November 21 to December 6, 2026, with applications from October 16 to 25 and winners announced October 30. Those applications have already closed. The P-161 card is listed on the English event page, so treat the English event as the source for P-161 details.

If you collect Luffy promos, P-161 is the one to note for this release window. It is easy to mix up with OP18-022 because both are Monkey.D.Luffy cards tied to the same celebration, but the P prefix marks a promo and the OP18 prefix marks a card from the booster set.

When can you get Luffy OP18 cards: Japan, English and Asia editions?

The Japanese edition of OP-18 releases on November 21, 2026, the English edition on November 20, 2026, and the Asia English page lists November 21, 2026. All three editions carry the Luffy Leader OP18-022 and the combo card OP18-118.

The table compares what each official page states. Where a page says nothing, the cell says so rather than guessing.

Edition and page Release date 价格 每包内容 Luffy wording
Japanese edition November 21, 2026 (Sat) 240 yen tax included per pack 6 张/包; 127 types + 1 type OP18-022 Leader; OP18-118 related card
English edition November 20, 2026; tournament legal after 7 days MSRP USD $4.99 per pack 127+1 types; pack and box configuration not stated OP18-022 Leader; OP18-118 combo card
Asia English edition November 21, 2026 Not listed 6 张/包; 127 types + 1 DON!! card type OP18-022 Leader; OP18-118 combo card

The English page also says cards are legal from the pre-release date at a local game store. This guide covers the Japanese edition, because it is the one with the Japanese printing and the Japanese release date. If you are choosing between editions, the dates and prices above are the official starting point, and our English vs Japanese OP-18 article goes deeper on that comparison.

The Japanese rarity counts are also stated officially: Special 6, Treasure Rare 1, Leader 6, Secret Rare 3, Super Rare 10, Rare 26, Uncommon 30, Common 45 and DON!! card 1. Luffy OP18-022 belongs to the Leader group of 6. The pages do not assign a rarity to OP18-118, so do not assume it is a Super Rare or Secret Rare. What else is in OP-18 next to Luffy?

Next to the Luffy cards, OP-18 has five other new Leaders, a Super Parallel Nico Robin, a Super Leader Alt Art Saint Gunko, an Amano-illustrated Saint Shamrock and a Divine Knights Saint Gunko parallel. Saint Gunko and Saint Shamrock make their One Piece Card Game debut in this set.

The official pages describe four parallel or alt art cards by name and number. They are listed here so you can see which other cards share a set with Luffy:

卡牌 Number Version named on official pages
Nico Robin OP18-031 Super Parallel / Super Alt Art
Saint Gunko OP18-060 Super Leader Parallel / Super Leader Alt Art
Saint Shamrock OP18-119 Parallel illustrated by Tenkaku Ariano (Amano artwork on the English page)
Saint Gunko OP18-065 Divine Knights parallel, 4th Anniversary design / alt art

None of these is a Luffy card. They matter to a Luffy collector for one reason: they are the other cards the official pages highlight, so they are the ones a Luffy-first buyer will compare against when deciding how much of the set to chase. Our OP-18 chase cards article and the Secret Rare and Amano alt art article cover them one by one.

The set also has a related product. Double Pack Set Vol.13 [DP-13] releases November 20, 2026, and the official DP-13 page lists its contents as two OP-18 booster packs plus one DON!! Card in one of two designs. The DON!! Card design is the only variable the page names for that product.

How should a Luffy collector plan for OP18?

Plan around two card numbers and one promo: OP18-022 and OP18-118 from the pack, and P-161 from the event. That is the full Luffy checklist the official pages support today.

Here is a clear way to use that checklist.

  • If you play Luffy: list OP18-022 as your Leader and OP18-118 as the combo card. Check the final card text after release, because the official pages note that illustrations and product details may differ from the final product and that specifications may change.
  • If you collect Luffy cards: add P-161 to the list. The winner version in Silver foil with a Gold stamp is a tournament prize, so the standard 4th Anniversary Promo Card and the winner version are different items.
  • If you want the whole set: use the rarity counts. Six Leaders, three Secret Rares and one Treasure Rare are the small groups; the Commons (45) and Uncommons (30) make up the bulk of the 127 types.
  • If you are deciding between editions: the Japanese edition gives you the Japanese printing on November 21, 2026 at 240 yen per pack; the English edition arrives a day earlier at $4.99 per pack.

Release dates in Japan fall on Saturday for this set, and tournament use for the English edition starts after the 7-day window noted on the English page. Our OP-18 or OP-17 box comparison helps you decide between waiting for OP-18 and picking up an earlier set.

Which Japanese One Piece sets can you buy now while you wait for Luffy OP18?

Three different Japanese One Piece sets are listed in our shop today: OP-17, OP-16 and OP-15. They are separate sets, not OP-18, and they hold no OP-18 cards. They are options for collectors who want sealed Japanese product before the OP-18 release.

系列 商品 Product note
OP-17 OP-17 The World’s Strongest Warriors Japanese One Piece Booster Box Sealed Japanese booster box; pricing and availability are shown on the product page and confirmed at checkout

OP-15 OP-15 Island of God Japanese One Piece Booster Box – Damaged Box Damaged box listing; see the product page for the terms

For a standard sealed box, the OP-17 listing is the straightforward choice. The OP-16 and OP-15 listings are damaged-packaging items, so they suit buyers who care more about the cards inside than a perfect outer box, and who accept the as-is terms on the page.
