One Piece Flagship Battle Promo Cards Guide: Victory & Top 8 Souvenirs Explained

One Piece Flagship Battle Promo Cards Guide: Victory & Top 8 Souvenirs Explained

A tournament card with «NOT FOR SALE» printed on the side, worth six figures in yen. That’s not a contradiction — it’s exactly why Flagship Battle souvenirs are some of the hardest One Piece Card Game promos to track down, and why the ones that do surface on the secondary market carry a real premium.

Flagship Battle is Bandai’s official competitive event series for the One Piece Card Game, run at authorized retailers across the game’s markets. Winners and Top 8 finishers walk away with newly illustrated parallel versions of cards already in the format — not reprints, but one-off souvenir art that never goes back into a booster pack. This guide explains how the event and its rewards actually work, then walks through three of those souvenirs currently in our stock: a Victory card, a second Victory card, and a Top 8 card, spanning three different events.

We source Japanese One Piece Card Game product and PSA-graded singles directly out of Tokyo, so the three cards below are pulled from our own listings rather than a market survey.

Key Takeaway

Flagship Battle is Bandai’s official advanced-level tournament series, held at authorized shops with entry by pre-registration. Winners receive a newly illustrated Victory souvenir parallel; Top 8 finishers receive a separate Top 8 souvenir. We currently have PSA 10 examples of both souvenir tiers in stock — two Victory cards and one Top 8 card: Mihawk SR OP01-070 Victory (¥125,660), Vinsmoke Reiju SR OP06-069 Victory (¥115,156), and Yamato SR OP04-112 Top 8 (update: currently sold out — restock requests via Quick Order) (¥28,839).

Prices shown are what these graded singles are currently listed at in our own stock as of August 2026. They are not market averages. Event system details in this guide are drawn from Bandai’s official event page and official One Piece Card Game news posts; where a specific card is tied to a specific event date, that attribution follows community-compiled tournament records unless a direct official source is cited.

What Is Flagship Battle?

Flagship Battle is one of the official tournament formats in the One Piece Card Game’s competitive event calendar, run under Standard regulation at authorized participating shops. Bandai’s own events page describes it as a chance to «compete at the advanced level and win exclusive rewards,» positioning it above casual in-store play as an event for experienced, competitive players.

Entry isn’t walk-in. Players apply during a set registration window ahead of each event, and Bandai runs a selection process before confirming who’s in — for one 2025 event, the application window ran roughly ten days followed by a separate announcement date for confirmed entrants. More recent registrations have also required players to submit a photo as part of sign-up. The series has continued into 2026, with Bandai’s events page listing an active Flagship Battle period running from August through September.

Because entry is capped and pre-registered, the number of souvenir cards produced for any single event is inherently limited — which is the core reason these parallels trade at a premium once they leave the tournament floor.

The Prize Structure: Victory vs Top 8 Souvenirs

Every Flagship Battle event distributes rewards in tiers, and the structure has stayed consistent across events Bandai has documented:

  • Victory souvenir — awarded to the event winner. A single character card gets a brand-new illustration exclusive to that souvenir printing, produced only for that event.
  • Top 8 souvenir — awarded to Top 8 finishers. A different character receives its own newly illustrated parallel for the same event.
  • Participation reward — a separate item for everyone who competes, distinct from the two souvenir tiers above.

Official coverage confirms this pattern directly. Bandai’s news post for a January 2024 event names Dracule Mihawk as that event’s Victory souvenir and Perona as the Top 8 souvenir. A later 2025 event post names Coby as the Victory souvenir and Hibari as Top 8. And for a 2023 event, the winner’s souvenir — a Shanks parallel — carried an individual serial number, confirming that at least some Flagship Battle winner cards are numbered rather than simply printed as a flat run.

The character featured changes every event. A card that was a Top 8 souvenir at one Flagship Battle won’t necessarily be a Top 8 souvenir — or appear at all — at the next one, which is part of why tracking these down means going event by event rather than by a fixed checklist.

How to Spot a Genuine Flagship Souvenir

OP01-070 — standard booster printing

Dracule Mihawk SR, OP01-070/OP-01, Romance Dawn

OP01-070 — Flagship Victory souvenir printing

Flagship souvenirs are visually distinct from the standard booster pull of the same card number. The standard printing uses the set’s regular Alternate Art frame; the souvenir version swaps in dedicated decorative artwork and border treatment for that event, and carries «NOT FOR SALE» printed along the card’s edge — a direct signal that the card was never part of retail booster distribution. Bandai’s site itself doesn’t label these printings by tournament name, so pinning a specific image to a specific event relies on the «NOT FOR SALE» marking plus corroborating shop and community listings, rather than an official on-card label.

One further wrinkle: regional distribution splits exist even within a single event’s souvenir run. Bandai’s official card images show a «For Asia» print marking on one Victory-tier parallel (the OP06-069 Reiju souvenir), while our Mihawk souvenir is explicitly listed as a «for Japan» copy. If you’re buying a specific regional version, checking the card’s own printed marking is more reliable than assuming.

Check the Edge, Not Just the Art

A new illustration alone doesn’t confirm a tournament souvenir — several One Piece SR cards have multiple parallel versions from unrelated products (The Best, boxed sets, and so on). The «NOT FOR SALE» print along the card edge is the marking specific to tournament distribution.

Flagship souvenirs are one category within the wider world of One Piece promo cards, which also includes movie tie-in promos, store championship rewards, and product-bundled promos. Our One Piece promo cards guide covers how those other categories work and how they compare to tournament-only souvenirs like the three below.

Yamato SR, OP04-112/OP-04, Kingdoms of Intrigue

OP04-112 — Flagship Top 8 souvenir

Carta Souvenir tier Set / code Precio
Dracule Mihawk SR Victory (for Japan) OP01 Romance Dawn / OP01-070 ¥125,660
Vinsmoke Reiju SR Victory OP06 Wings of the Captain / OP06-069 ¥115,156
Yamato SR (update: currently sold out — restock requests via Quick Order) Top 8 OP04 Kingdoms of Intrigue / OP04-112 ¥28,839

PSA10 Dracule Mihawk SR OP01-070, currently listed at ¥125,660, is a Victory souvenir. Bandai’s own news coverage of the January 2024 Flagship Battle confirms Mihawk as that event’s winner reward, with Perona as the accompanying Top 8 card — making this the one card in this guide with a direct official-source event tie. The base card is a Character from Romance Dawn: blue, 9 cost, 9000 power, with an on-play effect that returns a cost-7-or-lower opposing Character to the bottom of its owner’s deck. Our full Mihawk cards guide covers every printing of the character, including his current Leader card.

PSA10 Vinsmoke Reiju SR OP06-069, currently listed at ¥115,156, is a Victory souvenir, community-compiled tournament records place it as the winner reward from a mid-2024 Flagship Battle (with Cavendish as that event’s Top 8 card), though we haven’t located a direct official news post for that specific event to confirm the pairing independently. The base card is a Character from Wings of the Captain: purple, 4 cost, 5000 power, with a conditional on-play draw-two effect. See our Reiju cards guide for the rest of her printings.

PSA10 Yamato SR OP04-112 (update: currently sold out — restock requests via Quick Order), currently listed at ¥28,839, is a Top 8 souvenir — the only Top 8-tier card of the three, and priced well below the two Victory cards as a result. Community-compiled records tie it to a mid-2024 Flagship Battle where the winner’s souvenir was a serial-numbered Ace parallel, consistent with multiple shop listings, though again without a direct official news post confirming the specific event date. The base card is a Character from Kingdoms of Intrigue: yellow, 9 cost, 9000 power, with an on-play KO effect and a life-recovery condition. Our Yamato cards guide covers her full printing history, including her upcoming OP-17 card.

A Running History of Flagship Battle Souvenirs

Flagship Battle has run across many events, each with its own Victory and Top 8 pair. The pattern — a new illustration per character, per tier, per event — has held since the earliest events Bandai has documented, and the series continues into 2026. Three data points are confirmed directly from Bandai’s own news coverage: a 2023 event where the winner received a serial-numbered Shanks parallel, the January 2024 event where Mihawk was the Victory card and Perona the Top 8 card, and a 2025 event where Coby was Victory and Hibari was Top 8.

Beyond those official confirmations, community-compiled tournament trackers list a much longer running record of which characters received Victory and Top 8 treatment at each numbered event, including the Reiju and Yamato events referenced above. We’re not reproducing that full list here since the event-by-event attribution for most entries comes from secondary sources rather than official Bandai posts, but it’s a useful reference if you’re trying to identify which event a specific souvenir card came from.

On Unconfirmed Event Pairings

Where we say a card «is tied to» a specific Flagship Battle by community-compiled records rather than an official Bandai post, we mean exactly that — the pairing is well-corroborated across multiple shop listings but not independently confirmed by us against a primary Bandai source for that event.

Where to Buy Flagship Battle Souvenirs and OP-17 Product

Flagship Battle souvenirs never appear in retail booster boxes — they only enter circulation when a tournament winner or Top 8 finisher later sells or trades their card, which is why graded copies like the three above don’t come up often. If you’re after sealed product from the current set instead, OP-17 The World’s Strongest Warriors ships on or after August 24, 2026.

Preguntas frecuentes

What is Flagship Battle in the One Piece Card Game?

Flagship Battle is Bandai’s official advanced-level tournament series for the One Piece Card Game, held at authorized participating shops under Standard regulation. Entry is by pre-registration during an announced application window, with the series continuing into 2026.

What do Flagship Battle winners receive?

The event winner receives a Victory souvenir: a newly illustrated parallel version of a character already in the format, produced only for that event. Top 8 finishers receive a separate Top 8 souvenir featuring a different character. Everyone who competes also receives a separate participation reward.

How can you tell a genuine Flagship Battle souvenir from a regular parallel?

Genuine tournament souvenirs carry «NOT FOR SALE» printed along the card’s edge, alongside dedicated decorative artwork not used in retail boosters. Bandai doesn’t label these by tournament name on the card itself, so tying a specific souvenir to a specific event relies on that marking plus corroborating shop and community records.

Which Flagship Battle souvenirs do you have in stock?

PSA 10 examples of three: Dracule Mihawk SR OP01-070 (Victory, currently listed at ¥125,660), Vinsmoke Reiju SR OP06-069 (Victory, currently listed at ¥115,156), and Yamato SR OP04-112 (Top 8, currently listed at ¥28,839).

Can you buy Flagship Battle souvenirs in booster boxes?

No. These cards are only awarded to tournament winners and Top 8 finishers and never enter retail booster distribution. They only reach the secondary market when a recipient later sells or trades their card.
