Pokemon LEGEND cards are the two-piece cards of the HeartGold and SoulSilver era, and the three that pair Entei, Raikou and Suicune sit in Japan’s L2 Reviving Legends set: エンテイ&ライコウLEGEND, スイクン&エンテイLEGEND and ライコウ&スイクンLEGEND. In the official Pokemon Card Game database they are numbered 063/080 through 068/080, and every one of them credits the same illustrator, Shinji Higuchi.
This guide goes through all three combos one by one, with the official card images and the card text rendered into English. It then places them next to the other Entei, Raikou and Suicune eras and shows which Suicune prints we currently list. We sell Japanese sealed product and graded singles from Tokyo. USD figures convert at ¥154/USD, approximate.
- The official database holds three beast LEGEND entries in L2-B: Entei & Raikou (063/080 and 064/080), Suicune & Entei (065/080 and 066/080), Raikou & Suicune (067/080 and 068/080). Each is a two-part card, an upper half (上) and a lower half (下).
- HP is 140 on the Entei & Raikou card and 160 on the other two. All three tell you to put the two matching halves on the Bench together, and a knock-out gives the opponent 2 Prize cards.
- None of the three appears among the Entei, Raikou and Suicune listings we carry. The Suicune print we list from the later V era is the 215/172 print, offered as a PSA 10 back order at ¥18,620 (~$121) — sourced to order; the product page shows the current terms.
What a LEGEND Card Is
A LEGEND card is not one card but two. The official card text on all three beast cards ends with the same sentence, which the database prints as 「伝説ポケモンのカード」は、「上」と「下」を組み合わせて使います, in this rendering: the Legend Pokemon cards are used by combining the upper (上) and lower (下) halves. Each half is a physical card with part of the artwork, and the full Pokemon only exists once the two sit side by side.
The database therefore lists one entry per pair, and it writes both numbers into the card name. エンテイ&ライコウLEGEND is recorded as L2-B 063/080 (上) and 064/080 (下), so the upper half is 063 and the lower half is 064. The same pattern runs through 065/066 and 067/068.
Our general Pokemon LEGEND cards guide covers the format in full. In short, Japan printed LEGEND cards for about nine months, from the HeartGold and SoulSilver Collection on Friday, October 9, 2009 to Clash at the Summit on Thursday, July 8, 2010, which that guide calls the third and final expansion of the LEGEND era. The first LEGENDs, Lugia LEGEND and Ho-Oh LEGEND, split a single Pokemon across two halves and give up one Prize card when knocked out. The later cards that join two different Pokemon with an ampersand, which is the family the beast cards belong to, give up two.
The beast cards sit in L2, Reviving Legends, which our Legendary Beasts guide records as released on Thursday, February 11, 2010. That guide also lists the English counterparts in Unleashed as #90–91/95 (Entei & Raikou), #92–93/95 (Raikou & Suicune) and #94–95/95 (Suicune & Entei), and says the Reviving Legends versions fall in the #063–068/080 range. The per-card Japanese numbers in this guide come from the official database.
The Three Beast Combos at a Glance
The official database entries for the beasts in L2-B are these three. The table gives the database values for each; the ID is the card ID in the database URL.
| Card (as the database names it) | Upper / lower number | HP | Illustrator | Database card ID |
|---|---|---|---|---|
Two things stand out before any card text. First, every beast appears in exactly two of the three combos: Entei in the first and second, Raikou in the first and third, Suicune in the second and third. Collecting one beast across the set therefore means two different pairs. Second, the numbers run in a straight line, 063 to 068, so the three pairs sit consecutively in the set.
The database does not print rarity letters for these cards, and our sources do not state a rarity for them either, so this guide does not name one.
Entei & Raikou LEGEND: 063/080 and 064/080

The Entei & Raikou card has the lower HP of the three at 140. The database text, rendered into English, reads as follows.
- Attack 1, ばくごうのうず (rendering: “Explosive Vortex”), 90: discard 1 Energy attached to this Pokemon.
- Attack 2, サンダーフォール (rendering: “Thunder Fall”): discard all Energy attached to this Pokemon, then deal 80 damage to every Pokemon on both sides that has a Poke-Power. This attack’s damage does not use Weakness or Resistance. No base damage number is printed next to the attack name.
- Special rule: combine the two Entei & Raikou LEGEND cards in your hand and put them on the Bench. If this Pokemon is knocked out, the opponent takes 2 Prize cards.
The second attack is the unusual one. It does not aim at the Active Pokemon or at the Bench in general; it aims at Poke-Power holders on both sides of the table. The card text calls it a Poke-Power, the term the database prints on these older cards. The text field carries no Energy cost icons, so attack costs are not quoted here.
This pair joins the fire beast and the thunder beast; the Burned Tower story in Gold and Silver, as our Legendary Beasts guide recounts, links flame, thunder and rain to Entei, Raikou and Suicune.
Suicune & Entei LEGEND: 065/080 and 066/080

The Suicune & Entei card raises HP to 160 and pairs water with fire. Its database text, rendered:
- Attack 1, げきりゅうのやいば (rendering: “Torrent Blade”): return 2 Energy attached to this Pokemon to your hand, and deal 100 damage to 1 of the opponent’s Benched Pokemon. Weakness and Resistance are not applied to damage on the Bench.
- Attack 2, バーストインフェルノ (rendering: “Burst Inferno”), 80: the opponent’s Active Pokemon is Burned.
- Special rule: combine the two Suicune & Entei LEGEND cards in your hand and put them on the Bench. If this Pokemon is knocked out, the opponent takes 2 Prize cards.
Read next to the Entei & Raikou card, the design difference is that this one splits its job between a Bench-targeting attack that costs you Energy back to hand and a plain 80-damage attack with a status effect. Only the card text is stated here; whether either attack suited a given deck is not something our sources describe, so we leave it out.
The Entei half of this pair is the second Entei appearance in the set. If you are tracking Entei across prints, our Entei cards guide covers the regular prints around it.
Raikou & Suicune LEGEND: 067/080 and 068/080

The last pair is the Raikou & Suicune card, also 160 HP. Its database text, rendered:
- Attack 1, らいでんのやり (rendering: “Lightning Spear”), 150: this Pokemon also takes 50 damage. Damage to this Pokemon does not use Weakness.
- Attack 2, オーロラゲイン (rendering: “Aurora Gain”), 50: heal 50 HP from this Pokemon.
- Special rule: combine the two Raikou & Suicune LEGEND cards in your hand and put them on the Bench. If this Pokemon is knocked out, the opponent takes 2 Prize cards.
The attack name オーロラゲイン is the Japanese name Suicune also carries on later single-Pokemon cards: the database lists Suicune SM7a 018/060 with an attack of the same name, which heals 30 HP on that card. The two cards are separate designs and the numbers differ, so nothing about the LEGEND card’s text should be read from the later one.
For the Suicune side of the story across all 25 database entries, see our Suicune Japanese cards guide.
The Three Cards Side by Side
Here are the three cards compared on the fields the database prints. Attack names are our English renderings of the Japanese text.
| Field | Entei & Raikou | Suicune & Entei | Raikou & Suicune |
|---|---|---|---|
| Numbers | 063/080 + 064/080 | 065/080 + 066/080 | 067/080 + 068/080 |
| HP | 140 | 160 | 160 |
| First attack | Explosive Vortex (rendering), 90, discards 1 Energy | Torrent Blade (rendering), 100 to a Benched Pokemon, 2 Energy back to hand | Lightning Spear (rendering), 150, 50 recoil |
| Second attack | Thunder Fall (rendering), 80 to each Poke-Power holder, discards all Energy | Burst Inferno (rendering), 80, Burns | Aurora Gain (rendering), 50, heals 50 HP |
| Prize cards on knock-out | 2 | 2 | 2 |
| Bench rule | Both halves put on the Bench together | Both halves put on the Bench together | Both halves put on the Bench together |
| Illustrator | Shinji Higuchi | Shinji Higuchi | Shinji Higuchi |
The shared Bench and Prize rules are the point of the format: a LEGEND is a single Pokemon built from two cards, and the printed rule gives the opponent 2 Prize cards when it is knocked out.
The Trio Across Eras: From Neo to the V Prints
The LEGEND cards are one of several times the three beasts have been printed together. All three share one origin in Pokemon Gold and Silver: lightning struck the Brass Tower, Ho-Oh revived three Pokemon that died there, and the Burned Tower links flame, thunder and rain to Entei, Raikou and Suicune. The table below places the L2 LEGENDs among the other eras, using the figures our guides and the database give.
| Era | Set and date | What the sources give |
|---|---|---|
| Neo, old back | Awakening Legends, Thursday, November 23, 2000 | The debut of the trio; Ken Sugimori credited in our Legendary Beasts guide. Our listing names give Entei LV.24 as Premium File 3 No.244 and Suicune as neo3 No.245. |
| PCG, Gold Star | Golden Sky, Silvery Ocean, Friday, April 8, 2005 | Japanese numbers 019/106 (Entei), 039/106 (Raikou), 032/106 (Suicune); illustrator Masakazu Fukuda. |
| HGSS, LEGEND | Reviving Legends, Thursday, February 11, 2010 | L2-B 063–068/080, three two-part cards, illustrator Shinji Higuchi. |
| Sword & Shield, V | VSTAR Universe (S12a), Friday, December 2, 2022 | Entei V 213/172 (Shigenori Negishi), Raikou V 218/172 (nagimiso), Suicune V 215/172 (Atsushi Furusawa). |
The Neo and Gold Star rows are old-back and PCG-era cards that the official database does not hold, so their figures come from our own earlier guides. Our Japanese old back cards guide explains the old-back era in detail.
The prints we currently list from these eras are all PSA 10 back orders, sourced to order; the product page shows the current terms for each.
| Card we list | Listing | Currently listed at |
|---|---|---|
| Suicune, old back neo3 No.245 | PSA 10 back order | ¥252,606 (~$1,640) |
| Entei V S12a 213/172 | PSA 10 back order | ¥15,525 (~$101) |
| Raikou V S12a 218/172 | PSA 10 back order | ¥18,574 (~$121) |
| Suicune V S12a 215/172 | PSA 10 back order | ¥18,620 (~$121) |
Prices are as of October 29, 2026. None of the beast LEGEND cards is among the Entei, Raikou and Suicune listings we carry; sourcing requests for a specific card go through Ordine rapido.
The Modern Counterpart: Suicune V 215/172

The LEGEND card and the V card are very different pieces of card design, and putting them side by side shows how the game changed. Suicune V in the database has 210 HP, a single card rather than a pair, and the rule line is that when a Pokemon V is knocked out, the opponent takes 2 Prize cards. The same two-Prize cost that a LEGEND carried is now written into one card.
The S12a 215/172 print is numbered above the set’s 172, which marks it as a special-numbered print; the database does not print the rarity letter, and our listing names it a SAR (as our listing names it). Its card text, rendered: the Ability Shunsoku (rendering: “Quick Move”) lets you draw a card once per turn while this Pokemon is Active, and its attack Blizzard Round (rendering) does 20 plus 20 for each Benched Pokemon on both sides. The illustrator credit on this print is Atsushi Furusawa, who also has a guide of his own at our Atsushi Furusawa artist guide.
For a full comparison of this card with the English print collectors search as “Suicune V GG38”, see Suicune V GG38 vs Japanese 215/172. The S12a cards are also on our VSTAR Universe card list.
How to Identify a Beast LEGEND Card
Four checks separate the three beast cards from every other print of these Pokemon. They use only fields the database prints.
- The name has an ampersand. Each beast LEGEND is named for two Pokemon, such as ライコウ&スイクンLEGEND. A single-name card is a different print.
- The text has the 上 and 下 sentence. The line about combining the upper and lower halves is printed on all three. Check that you hold both halves and that their numbers are consecutive.
- The set code is L2-B and the denominator is 080. The pair numbers must fall between 063 and 068.
- HP matches. 140 on the Entei & Raikou card, 160 on the other two.
Because a LEGEND is two cards, a single half is only part of the card. If you are comparing copies, match the number pair first (063 with 064, 065 with 066, 067 with 068) before you compare anything else.
Where to Buy Legendary Beast Cards from Japan
We list no S4a Suicune single; the S4A-Shiny Star V booster box, whose set holds Suicune 033/190 and 221/190 in the database, is currently listed.
For graded Suicune prints, the other listings are the PSA 10 back orders: Suicune V SAR 215/172 at ¥18,620 (~$121), Suicune GX 028/095 at ¥10,499 (~$68), Suicune GX 098/095 at ¥33,786 (~$219) and Suicune ex from Pokemon Card Game Classic at ¥8,999 (~$58), each offered as a PSA 10 back order — sourced to order; the product page shows the current terms. Browse every set on the card list hub, or send a sourcing request through Ordine rapido.
On October 29, 2026 premium.gamepedia.jp and PokeGuardian reported a Japanese trademark filing for 「オーロラの波紋」, which collectors read as a possible Suicune set; nothing is announced. Our Aurora Ripples trademark guide (working English translation of オーロラの波紋; no official English name exists) explains what is confirmed and what is not, and the ex★ 2027 trademarks round-up covers all four names.
