What is the Xebec SEC in OP-17?
The Xebec SEC is the Secret Rare Character version of Rocks.D.Xebec, numbered OP17-118, and it is one of the cards in the OP-17 set. You open OP-17 packs in a sealed OP-17 Japanese booster box, which holds 24 packs of 6 cards.
Rocks D. Xebec is the legendary pirate who united Edward Newgate, Charlotte Linlin and Kaido. The official release notice says this is his first appearance in the card game. OP-17 is also the card game’s fourth-anniversary set and takes the game into the Elbaf arc. Bandai’s catalog entry for the set describes it the same way: the card game finally lands in Elbaf.
The official OP-17 page gives the Rocks Pirates group its own section and the tagline “The strongest and most fearsome Rocks Pirates”, and it uses a large image of Rocks.D.Xebec for the “New Leader Card” label on OP17-039.

What are the Xebec SEC OP17-118 card stats?
OP17-118 is a Blue Rocks Pirates Character with cost 10, power 12000 and the Slash attribute, and its rarity is SEC. Those are the values on the official card list.
| Field | OP17-118 Xebec SEC |
|---|---|
| Name | Rocks.D.Xebec |
| Rarity | SEC (Secret Rare) |
| Color | Blue |
| Type | Rocks Pirates Character |
| Cost | 10 |
| Power | 12000 |
| Attribute | Slash |
The official OP-17 product page places OP17-118 in its Rocks Pirates section, and the Asia English page names it among the featured cards, together with OP17-039, OP17-046, OP17-048, OP17-049 and OP17-054. Source: official OP-17 page and Asia OP-17 page.
The rarity code SEC stands for Secret Rare, one of the rarity tiers the official page lists alongside Special Cards, Treasure Rare, Leader Cards, Super Rares, Rares, Uncommons, Commons and DON!! Cards.

Is there an alt-art Xebec SEC in OP-17?
Yes, the official OP-17 page lists OP17-118_4thR, described as a 4th Anniversary Rocks Pirates alt-art card. The page gives that label and nothing more about the printing, so treat the label as the full official description.
The same page also lists Super Alt-Art cards OP17-005, OP17-022, OP17-062 and OP17-112, plus a Super Leader Alt-Art of Monkey.D.Luffy (OP17-079). Those are other characters, not Xebec. The Asia page names a slightly different Super Alt-Art Four Emperors group (OP17-022, OP17-063 and OP17-112), so check which regional page you are reading before you compare lists.
If you want to see every parallel in the set, our OP-17 Parallel and Alt-Art Lista carte covers them, and the OP-17 Manga Rare and Top Parallel Cards guide covers the Whitebeard, Shanks and Kaido parallels.
How is the Xebec SEC different from the Xebec Leader OP17-039?
They are two different cards: OP17-039 is the Leader and OP17-118 is the SEC Character. The Leader is Blue with Life 5, Power 5000, Slash attribute and the Rocks Pirates type, and the official OP-17 page marks it as the “New Leader Card”.
| OP17-039 | OP17-118 | |
|---|---|---|
| Card kind | Leader (L) | Character (SEC) |
| Color | Blue | Blue |
| Life / Cost | Life 5 | Cost 10 |
| Power | 5000 | 12000 |
| Attribute | Slash | Slash |
| Type | Rocks Pirates | Rocks Pirates |
Both cards are Blue and both are Slash, so they share a color identity. The difference is the card kind: the Leader has Life 5, while the SEC is a Character with a cost of 10. The 4th Anniversary alt-art OP17-118_4thR is a further version of the Character card.
The set has six Leaders in total: Edward.Newgate (OP17-001), Shanks (OP17-020), Rocks.D.Xebec (OP17-039), Kaido (OP17-058), Monkey.D.Luffy (OP17-079) and Charlotte Linlin (OP17-099). For all of them, see our OP-17 Leader Cards Guide.

Two Shiki cards appear in the list, OP17-047 as a Common and OP17-048 as a Super Rare, so check the number before you buy a card. The official OP-17 page spells the name Barbel while the card list spells it Barbell; the card number is the safe way to identify it.
Among these, the Super Rares are Gloriosa (OP17-046) and the OP17-048 Shiki. The full SR list for the set also includes Edward.Newgate OP17-005, Shanks OP17-022, Yasopp OP17-031, Kaido OP17-062 and OP17-063, Usopp OP17-080, Monkey.D.Luffy OP17-093 and Charlotte Linlin OP17-112. Our OP-17 Super Rare Cards guide goes through them.

Is Loki the other Secret Rare near Xebec SEC?
Yes, the official card list shows OP17-119 Loki as an SEC right after Xebec’s OP17-118. The two are the Secret Rares the sources name, and our Loki SEC OP17 guide covers that card on its own.

For the Four Emperors side of the set, the official page has a Four Emperors section naming Edward.Newgate (OP17-001), Shanks (OP17-020), Kaido (OP17-058) and Charlotte Linlin (OP17-099). The Japanese release notice says the Four Emperors appear as leader cards. Our Big Mom OP-17 guide covers Charlotte Linlin, and the OP-17 Complete Guide covers the whole set.
When can you get the Xebec SEC: Japanese, English and Asia releases?
The Japanese edition went on sale August 22, 2026, while the English-language official page lists a pre-release on August 21, 2026 and a release on August 28, 2026. The Asia English page also gives August 22, 2026.
| Region / source | Data | Price shown |

| English official page (en.onepiece-cardgame.com) | Pre-release August 21, release August 28, 2026 | MSRP USD $4.99 per pack |
| Asia English page (asia-en) | August 22, 2026 | Not listed |
The English page says cards are legal from the pre-release date at your local game store. Our listings are the Japanese edition, so the Japanese date and the Japanese 240 yen pack price are the ones that describe the product we ship.
The 4th Anniversary Event, which doubles as the OP-17 release event, ran August 21 to September 13, 2026. Participation prizes were the 4th Anniversary Tournament Pack (75 types in total), the 4th Anniversary Leader Card P-110 Monkey.D.Luffy and World United DON!! Cards (EN_01 and EN_02). The winner prize was P-110 Monkey.D.Luffy in Silver foil with a Gold stamp, and player applications opened August 7, 2026 through TCG+. Details are on the official event page; our OP-17 English Release Date guide explains what changed on August 28.
A separate product, Super Premium Collection vol.1, releases November 13, 2026 for Asian regions excluding Japan only. It contains 24 OP-17 Booster pack, 2 Promotion Cards, 2 Metal Cards and 70 Card Sleeves, per the Asia product page. It is not a Japanese-edition product.
How can you buy OP-17 boxes from Japan to chase the Xebec SEC?
Buy a sealed Japanese OP-17 box from Samurai Sword Tokyo and it ships from Tokyo by FedEx with tracking. We list three formats, and the card contents are random in all of them, so no listing guarantees the Xebec SEC.

- Regular booster box: 24 packs, 6 carte per pack, Edizione originale giapponese.
- Damaged Box: an unopened box with dents, creases or scuffs on the outer box. The cards inside are unaffected. It is sold as-is, with no returns or refunds, and the photos are samples.
- Cartone: one full case of 12 booster boxes, shipped as the carton itself, not as 12 individual boxes.
Pick the regular box if you want a standard sealed box. Pick the Damaged Box if you accept outer-box damage in exchange for a discount and do not need a return option. Pick the carton if you want 12 boxes in one purchase.

For box-by-box comparison, read our OP-17 Booster Box Buying Guide, the Japanese Box Guide and OP-17 vs OP-16.
What should you know about shipping and payment?
Most orders are processed and shipped within 5 business days after PayPal or Wise payment has cleared, and that is an estimate, not a guarantee. Standard shipping is FedEx International Connect Plus, usually 3-7 business days after dispatch. Expedited is FedEx International Priority, usually 2-5 business days. Cost is calculated at checkout from your address, and FedEx cannot deliver to P.O. Boxes.
All payments are in Japanese yen. Wise bank transfer carries no processing fee, while PayPal and card payments through PayPal carry a 5% payment processing fee. Cards accepted through PayPal are Visa, Mastercard, American Express and JCB, and PayPal decides which of these is offered to you. Delivery estimates do not include customs processing, weekends or Japanese national holidays, and delays after handoff to FedEx are controlled by the carrier and destination-country authorities.
There is no minimum order amount or quantity. See the shipping policy and the payment methods page for the full terms.
If you pay by Wise without uploading a screenshot, the order is cancelled automatically if payment has not been received within 12 hours; for orders that contain a pre-order item that window is 3 hours. With a screenshot, you upload it within 5 days of placing the order, and the order price is held for a total of 10 days. The screenshot option requires an account and is not available at guest checkout. Enter the payment reference issued with your order, SST-{order number}, in the Wise transfer reference field exactly as issued.
If you pay by SWIFT, a receiving fee of JPY 611 is deducted before the funds reach us, so add JPY 611 to your order total. The payment page also asks you to select the OUR charge option on a SWIFT transfer so that correspondent bank fees are covered on your side.
Stock levels for sealed Japanese trading card products fluctuate frequently, and dispatch can take longer than the standard handling time, for example when supplier allocation changes or a unit reserved for your order fails quality inspection. If dispatch is delayed, we contact you by email as soon as practical with the revised estimate. For significant delays before handoff to FedEx, we may offer the option to wait or to cancel with a full refund.
Check your address before you order. While an order is paid and its shipment has not yet been scheduled, you can update the shipping address yourself from My Account > Orders. The destination country cannot be changed, and the carrier and FedEx service level stay those selected at checkout. If shipping to the new address costs more, you pay the difference before dispatch. Once the order is dispatched, you can see the tracking number and the carrier’s latest delivery estimate from your account or the shipping confirmation email.
