Like the other 29 cards in the 136–165 run, Delcatty carries the set’s Classic Collection „C“ mark next to the M6a set code and is explicitly not usable under current Standard rules — it’s a display and collecting card, playable only in whichever legacy format the 2003 original is legal in.
