Its Special Art Rare, 130/103, does not — the AR/SAR/FUR block that runs 104–135 is compiled from official promotional images and PokeBeach’s set-list article rather than the card database, and Sylveon ex SAR is one of the seven SAR cards already shown in that compiled list.
The regular 059/103 print is illustrated by 5ban Graphics, per the official database entry. AR, SAR and FUR illustrators are not published anywhere for this set, so we’re not naming one for 130/103 — and that holds for every SAR card in the block, not just this one.

Colorful Harmony rewards a mixed-Energy board — the more different Basic Energy types you have in play across your whole side, not just attached to Sylveon ex itself, the harder it hits. Like every Pokémon ex in this set, if Sylveon ex is Knocked Out, your opponent takes 2 Prize cards instead of 1.

Regular 059/103 vs SAR 130/103: What’s the Same
Rarity aside, Sylveon ex is the same fighter in both printings. Same HP, same Psychic typing, same Colorful Harmony attack text, same Metal weakness, same retreat cost of 2. What changes between a set’s regular Pokémon ex print and its SAR counterpart is the treatment — a full-bleed illustration that extends past the card’s usual frame, in place of the standard card-frame artwork the 059/103 print uses. Deckbuilders can run either copy identically; collectors chase the SAR specifically for that alternate art.
This is a consistent pattern across all ten SAR cards in the set: each one mirrors its main-set Pokémon ex numerically and textually, just with a different illustration treatment and a much higher number in the 124–133 range.
The English-Game Sylveon ex Connection
Sylveon ex already exists across several English-language products, and 30th CELEBRATION adds to that list rather than replacing it. Per compiled English checklists, an English promo Sylveon ex is numbered MEP EN 100 as part of an “ex Boxes” release, and the wider English compiled checklist places a Special Illustration Rare (SIR) counterpart somewhere in its 147–156 secret-rare block — the exact number within that range isn’t itemized in current compiled checklists, so we’re not guessing at it.
None of that changes what card number to look for on the Japanese release: 059/103 for the regular print, 130/103 for the SAR, both from M6a.
What Graded Sylveon Prints Are Listed At Today
M6a 30th CELEBRATION hasn’t released, so there’s no real sale or graded population to cite for Sylveon ex 130/103 yet. What does exist is a live market for Sylveon’s other printings, including its existing Japanese SAR:

Neither number tells you anything about what 130/103 will cost once M6a actually ships — there’s no comparable data for an unreleased Japanese secret rare, and we’re not forecasting one.
M6a 30th CELEBRATION: Release Format

PokeBeach reported, from an official box opening shown before release, that one 20-pack box held 20 of the 30 Pikachu, 2 Classic Collection cards, 4 AR, 1 SAR and 1 FUR — one opening, not a published rate. No pull rate for Sylveon ex specifically, or for any single SAR card, has been published.
