What Is Charizard 137/103?
Charizard 137/103 is one of the cards inside 30th CELEBRATION’s Classic Collection, a 30-card block (136–165) of reprinted cards from across the game’s history. The official image of 137/103 shows a gold sparkle border and a 30th-anniversary badge in the art frame; per PokeBeach, the Classic Collection cards carry a sparkling holofoil treatment with a gold border. The database credits the illustrator as Mitsuhiro Arita, and the card is fully listed — unlike the AR/SAR/FUR secret-rare block, the Classic Collection is in the official database with a confirmed number, name and illustrator for every card.
Card Details: An Old-Layout Reprint
Unlike the rest of 30th CELEBRATION, Charizard 137/103 keeps the old card layout of its original printing rather than the modern template. The official database detail page lists:

The database’s own special-rule text for the card, translated closely, describes the Energy Burn ability: Charizard can treat any of its own Energy that isn’t Fire Energy as Fire Energy, but the ability cannot be used while Charizard is Confused.
Regulation Mark and Standard Legality
The official card image for Charizard 137/103 shows only the M6a expansion mark and “137/103” in the bottom-left corner — no regulation-mark letter at all.
The official 30th CELEBRATION product page states directly, for all 30 Classic Collection reprints: “The cards that have returned in this special format cannot be used in the current Standard regulation. They can be used in whichever regulation the original card is legal in.” Standard in 2026 covers cards with the H, I or J regulation marks, effective January 23, 2026 — and because Charizard 137/103 carries no mark at all, it falls outside that list. Main-set 30th CELEBRATION cards, by contrast, do carry the J mark and are Standard-legal.

The 30th CELEBRATION product page itself captions Charizard 137/103 as a reprint of Japan’s first Expansion Pack card from 1996 — the same artwork that became English Base Set Charizard, 4/102. The Pokémon Company’s own English-language 30th anniversary hub separately confirms the same lineage, describing this Classic Collection card as coming from “Base Set (1999),” the year the English printing followed the original Japanese release.
What PSA Checks When Grading This Card
PSA’s Grading Standards page defines a Gem Mint 10 in the same terms for every card it grades, old layout or new:
“A PSA Gem Mint 10 card is a virtually perfect card. Attributes include four perfectly sharp corners, sharp focus and full original gloss. A PSA Gem Mint 10 card must be free of staining of any kind, but an allowance may be made for a slight printing imperfection, if it doesn’t impair the overall appeal of the card. The image must be centered on the card within a tolerance not to exceed approximately 55/45 percent on the front, and 75/25 percent on the reverse.”
PSA also notes that eye appeal carries weight at the margins: “At the grader’s sole discretion, a small variance may be permitted on occasion based on the card’s overall eye appeal.” Our own condition guide sets out the same four checks in plain language: centering (“how evenly the printed image sits within the card’s border, front and back”), corners (“sharpness of all four corners — a Gem Mint 10 requires all four to be perfectly sharp”), edges (“condition of the card’s cut edges, checked for whitening, chipping, or roughness”) and surface (“gloss, print quality, and freedom from staining, scratches, or print defects”).
PSA’s services page also separates authentication from grading: “A series of PSA graders review your cards for authenticity. If genuine, PSA looks for evidence of doctoring, such as re-coloring or trimming,” before the card is graded on the 1–10 scale and encapsulated. The gold sparkle border on this reprint doesn’t change any of those checks — it’s assessed on the same centering, corner, edge and surface standard as any other card in the set.
