Japan’s official page describes a campaign: buy four packs and receive one "Promo Card Pack 25th ANNIVERSARY edition," which holds one random card and is not tournament-legal. The page does not say the promo packs are inside the booster box. A convenience-store "Special Set" at ¥1,188 is described as four packs, one promo pack and one coin.
