The official Yu-Gi-Oh card database independently lists a dedicated “Prismatic Secret Rare ‘Black Magician’ GET Campaign” product with a release date of September 1, 2020 — confirmation, from Konami’s own database rather than a set-launch announcement, that Prismatic Secret Rare had become an established, named print spec rather than a single-release experiment.
“Prismatic Secret Rare” and “20th Secret Rare” are two different, non-overlapping tiers on the same card slot in Konami’s rarity ladder — one replaced the other in 2020, they were never printed side by side as competing options for the same card.

With 15 packs of 4 cards per box (60 cards total) against an 80-type card list split across two base rarities and several further parallels, a single box mathematically cannot cover every type, let alone every parallel treatment of every type.
A third-party retail page advertises a Prismatic Secret Rare guarantee for every LOCR box. That specific claim does not appear on Konami’s own product page, so treat it as an unverified retail claim rather than a confirmed Konami spec.
