Most conversations about Japan’s 25th Anniversary Promo Pack start with the same two cards: the 1996 Charizard and the write-your-own-name Pikachu, both graded copies currently listed in six figures of yen. Almost nobody starts with the deer.
It carries the same Confetti Holofoil finish, the same red-and-gold 25th logo and the same limited distribution history as every other card in the pack — and a PSA 10 copy is currently listed at ¥6,270 (~$39) (update: currently sold out — restock requests via Quick Order) on our store, the lowest price among the S8a-P PSA 10 copies we currently list. If you want a graded piece of the 25th anniversary celebration without a four-digit dollar budget, this is the card that gets you in the door.
This guide covers what 023/025 actually is, the 2013 original it reprints, how the promo pack was distributed in Japan, and where the card sits in the current PSA 10 price ladder. We grade-check and ship Japanese singles out of Tokyo every week, so the prices below are live store listings, not estimates.
Xerneas EX 023/025 is the Japanese 25th anniversary reprint of the first Fairy-type Pokémon-EX, originally printed in December 2013. A PSA 10 copy is currently listed at ¥6,270 (~$39) (update: currently sold out — restock requests via Quick Order) — while the same promo set’s Charizard runs ¥111,494 (update: currently sold out — restock requests via Quick Order). Same pack, same finish, a fraction of the entry cost.
All store prices in this article are current listings as of 30 August 2026, converted at ¥159/USD.
What Is Xerneas EX 023/025?
Xerneas EX 023/025 comes from the Promo Card Pack 25th ANNIVERSARY edition (set code S8a-P), a 25-card Japanese promo set released on 22 October 2021 alongside the 25th ANNIVERSARY COLLECTION expansion. The pack gathered one landmark card from each era of the game’s history, and the official card list introduces this one as the first Fairy-type Pokémon-EX ever printed, labelled to the year 2013.
Every card in the promo pack shares the same commemorative treatment: a Confetti Holofoil background and border with etching, plus a red-and-gold “25th” logo. The reprints keep the original card’s numbering and rarity information, with the /025 number marking the card’s index within the anniversary set.
One practical note that surprises new buyers: the official product page states that cards from this promo pack cannot be used in official tournaments. If you are new to Japanese rarity tiers and grading terminology, our Japanese rarity guide for graded buyers is a good companion read.
The Original: Japan’s First Fairy-Type Pokémon-EX (2013)
The card 023/025 reprints is the regular print of Xerneas-EX from the start of the XY era, illustrated by 5ban Graphics:
| Printing | Set | Number | Release |
|---|---|---|---|
| Japanese original | Collection X | 044/060 RR | 13 December 2013 |
| English print | XY | 97/146 Rare Holo EX | 5 February 2014 |
| 25th reprint (this card) | Promo Card Pack 25th ANNIVERSARY edition | 023/025 | 22 October 2021 |
Context matters here. When the 25th anniversary set curated one representative card per era, this is the card chosen to stand for 2013.
The anniversary reprint is not a copy of the original print run — the Confetti Holofoil surface and 25th logo make it visually distinct from both the Collection X and XY versions, so there is no risk of confusing the 2021 card with a 2013 one in hand.
How the 25th Anniversary Promo Pack Was Distributed
S8a-P packs were never sold on shelves as a standalone product. Each pack contained one random card of the 25, and in Japan there were four ways to obtain packs:
- Store campaign — buy four packs of the 25th ANNIVERSARY COLLECTION expansion at participating shops, receive one promo pack.
- 25th Anniversary Golden Box — five promo packs were included in the ¥17,600 MSRP premium box.
- Special Set — the ¥1,188 convenience-store bundle carried one promo pack alongside four booster packs.
- Pokémon Center Online lottery bonus — winners of the August 2021 booster-box lottery received four promo packs with their box.
That structure is why the set’s supply is thin relative to the main expansion: promo packs only entered circulation attached to other purchases, and each pack held one random card of the 25, so no specific card was assured. Our full S8a-P promo pack guide walks through all 25 cards; the 25th Anniversary Collection pull-rate article covers the main expansion the packs were tied to.
We also stock the sealed promo pack itself as a product page; it currently shows out of stock, and restock requests go through Quick Order.

| 12 | Xerneas EX 023/025 (update: currently sold out — restock requests via Quick Order) | 2013 | ¥6,270 (~$39) |
The spread inside this one promo set is nearly 18x from bottom to top, and it maps cleanly onto the age and fame of the card each slot commemorates. The 1990s icons dominate the ceiling; the 2010s reprints fill out the floor. Xerneas EX sits at the very bottom of the current ladder — not because it is a lesser object, but because Fairy-type nostalgia is a decade younger than Charizard nostalgia.
The closest comparison in the set is Mewtwo EX 022/025 at ¥23,100 (~$145) (update: currently sold out — restock requests via Quick Order) — the other Pokémon-EX milestone in the pack, commemorating the mechanic’s 2011 debut. Mewtwo carries roughly 3.7x the price of Xerneas for a structurally identical card: same finish, same distribution, same PSA 10 grade. The difference is the name on the card. For buyers who care about the anniversary set itself more than any single character, that gap is the opportunity.
Sealed Routes: Golden Box, Special Set and Booster Box
If you would rather chase 023/025 from sealed product than buy the graded single, the maths deserves a hard look first. Promo packs give one random card of 25, so any specific card is a long-odds pull — and the sealed products that contain promo packs now trade far above their 2021 MSRPs.
The 25th Anniversary Golden Box is currently listed at ¥288,400 (~$1,814) — it includes five promo packs plus the all-holo Pikachu deck and accessories, and it is covered in depth in our Golden Box guide. The Special Set, currently listed at ¥29,400 (~$185), is the smallest sealed unit that contains a promo pack: four booster packs, one promo pack and a coin.
The main expansion’s S8a booster box is currently listed at ¥74,000 (~$465) — note that boxes themselves do not contain promo packs; in 2021 the packs came via the buy-four-get-one store campaign and the bundles above. As a way to own Xerneas EX 023/025 specifically, the ¥6,270 graded single is the direct route; sealed product is a bet on the whole set, with the six-figure Charizard as the jackpot scenario.
