Surging Sparks is a compilation set. Its 252 English cards are assembled mainly from two consecutive Japanese Scarlet & Violet expansions, plus cards reported by PokeBeach and Pokellector as coming from the Stellar Ceruledge ex and Stellar Sylveon ex theme decks.
