VSTAR Universe (S12a) is the Japanese Sword & Shield era’s trainer-gallery-style send-off — a High Class Pack built almost entirely around full-art VSTAR, V, and VMAX reprints plus a run of oversized Supporter cards, stacked on a comparatively plain base set. The VSTAR mechanic itself — an evolution of the V/VMAX line introduced earlier in the Sword & Shield era — had already been running across the format for roughly a year by the time this set released, so VSTAR Universe wasn’t introducing anything new mechanically. What it did instead was gather VSTAR, V, and VMAX cards from across multiple prior Sword & Shield sets and reprint them in new, oversized SAR and AR artwork, alongside brand-new Trainer full-arts that never appeared anywhere else. That’s the core appeal: it’s less a “new set” in the traditional sense and more a highlight reel, and the highlight-reel format is exactly why the secret tiers matter so much more here than the base 172.

VSTAR Universe (S12a): Release, Packs & Base Set
VSTAR Universe (ハイクラスパック VSTARユニバース, S12a) released in Japan on December 2, 2022 as a High Class Pack — the same premium-pack format used for sets like Shiny Star V. Each pack holds 10 cards, each box holds 10 packs, and the box carries an MSRP of ¥5,500 tax included (roughly $37 at ¥147/USD).
The base set runs 172 cards, numbered 001–172, and it’s deliberately understated relative to the secret tiers stacked on top of it:

Per Bulbapedia’s set documentation, VSTAR Universe is also notable for a rarity-symbol quirk: outside of the secrets, only Pokemon V and Radiant Pokemon carry a rarity mark at all — every other non-secret card in the base set is printed without one.
Because the base 172 functions mostly as a supporting cast for the secret run, the box’s value sits almost entirely in the last 90 numbers rather than the first 172. Ten of the set’s thirty-five SARs are Trainer cards rather than Pokemon, giving the set a full ten-card Supporter-SAR sub-tier on top of the twenty-five Pokemon SARs — a distinct reason collectors who mainly want Trainer full-arts target this set specifically.
The 6 Radiant (かがやく) Cards
Radiant Pokemon are the one alternate-art mechanic that shows up inside the base 172, not the secret run. VSTAR Universe carries six of them:

The AR tier opens the secret run at 173/172 and closes at 209/172 — 37 cards total, all full-art Pokemon (no Trainers in this tier). It’s the largest single tier in the set, and it’s the one most likely to fill out a want-list of familiar names rather than headline chase value on its own.

Beyond Pikachu, the AR tier is where a set like this earns its keep for collectors building a themed binder rather than chasing a single grail. Mew, Manaphy, Deoxys, and Diancie give you four Mythicals in one tier; Galarian Articuno, Galarian Zapdos, and Galarian Moltres (182, 188, 190) complete the full Galarian legendary-bird trio spread across the tier; and the two Hisuian regional forms, Hisuian Voltorb (173) and Hisuian Goodra (196), tie the set back to Pokemon Legends: Arceus, the same game that gives the SAR tier its Irida and Adaman Trainer cards.
